I may be in the minority but I do understand how it works and this allows me as the user to knowingly reorder a task in the to-do or not. I have the self control not to reorder in my large MLO file but I find it very handy in my smaller MLO file. What if changing the order in the to-list only changes the importance and or urgency of the task being moved? The user can always reset the importance of all tasks.
