It doesn't, neither does Genesis, but Holger Kruse's ppp.device does.
I've never understood the need to specify the CR explicitly, I've yet
to find a modem that accepts any command without it.

It doesn't use Reaction, it uses ClassAct. This is a separate GUI module
which works with the standard demo and registered versions of Miami 3.2.
