Well, I am using my Pace 56k modem to send this message, and my string
is AT&F&D2M0 (the M0 part stops the loud sounds during connect), Your
string should work fine. But make sure that Genesis adds \r on the end
like my copy does :)
I have know idea why AT&F dosen't work. It did for me.
Also, make sure your dial prefix is ATDT, the suffix is \r and answer
should be ATA\r.

I'm using 115200 baud rate and it works fine. I am using a Hypercom
board though.
If you want to try Miami as well, use the string AT&F0&K3&C1&D0\r.
Hope I helped.
