Commercial developments are normally paid ones through open tender. There is a system of Single tender where one and only one eligible firm will be given the task. The eligibility criteria is applicable for work above 20 laks. It is of course may be in crores. We need see whether they plan for harware supply etc. in a single tender where big firms only will be benefitted. We must be able to separate the software element so that the money value of the project will be less. It is important that what platform will be decided on. Now the general mindset is Oracle and its components. Shall we suggest an alternative. That is the question.
