The person is nominated by someone, receives at least 3 +1 votes, and
no -1 votes from the existing Core Contributors.  That's it.  There's
no (necessary) technical basis for it, unless the existing Core
Contributors themselves want to express themselves that way.

(In other words, if you think someone is not worthy, then give a -1
vote.)

I don't understand the "given" part.  I don't think this has anything
to do with Sun's internal organization.
