The constitution doesn't seem to say anything about the
recommendations, so I assume anyone can do that.  The votes are
counted among the current Core Contributors; the definition of a
"Core" contributor is one who can vote.

Corporate affiliation is irrelevant here; we're talking about an
OpenSolaris matter.  It runs according to tis own rules, so Sun
employees are no more automatic than are Intel, IBM, or any others.

If there's someone who is not listed as a contributor who you think
ought to be, then speak up.
