What is the criteria for a Solaris Networking engineer to be selected as a Opensolaris contributor/core contributer

The person is nominated by someone, receives at least 3 +1 votes, and
no -1 votes from the existing Core Contributors. That's it. There's
no (necessary) technical basis for it, unless the existing Core
Contributors themselves want to express themselves that way.

(In other words, if you think someone is not worthy, then give a -1
vote.)
Who does the recommending and the voting (The existing core contributors)?
( given there is no Solaris branch and all projects in Networking are being done as part of Opensolaris.) ?

I don't understand the "given" part.
Why are all engineers in Solaris networking who are developing their code in Opensolaris not considered contributors of Opensolaris?
