Desktop icons are a new feature added in RC1, they were not available
prior to it. (Personally I have gotten so I hate them.)

What I think is happening to you and Kde is that Kde
uses /home/<foo>/Desktop to store its autostart and icon data.
When you launch Xfce it is finding and using the
data in /home/<foo>/Desktop rather than the using
./config/xfce4/desktop.

I know there has to be a config file you can edit/add to prevent this
from happening but since I do not use kde or icons I will
have to hunt to track it down but I will let you know 
when I find it.
