take a SS brush to the rust first off... and i like the look of blacked out exaust, so some grill paint will withstand the heat well. so if you clean them up and paint them (to protect the steel under the chrome) it will look good and protect them from further weather. a local weld or muffler shop would be able to help you out if the rust has gone all the way through. just pull the exaust and bring it to them
