On the CB650SC you won't be able to remove the carb bowls without removing the 
carbs, unless you have hands the size of a six year old. You don't need to 
dismantle the rack unless the O rings on the tubes connecting the carbs are 
leaking. I once removed two of the four bowls and it took me just a little less 
time than removing the entire carb rack. In any case I think you will need to 
do a lot more than just clean the jets. It really is worth while.
