This is a good idea. Yes it's awkward to add a new dependency for existing 
developers, and is also big awkward for new developers to prepare all the 
required dependencies. Without the automatic mechanism, it's hard for 
developers to look for and install all the needed native libraries one by one. 
It would be great to get this done automatically as proposed. 

To be simple, we might maintain a folder containing all the prepared native 
libraries as part of dev-support, and leveraging it for the test-patch work.
