I think I'm basically on board with the idea that keeping the ISA-L handling
consistent with the other native extensions makes sense, as long as we can get
to a satisfactory resolution of Allen's comments about predictable packaging
and the library location. Developers who run locally without Docker mode also
have the option of using {{--build-native=false}} as an escape hatch, though
that's very coarse-grained and would skip the native build entirely.
