Wow this is an interesting thread. It seems that some of you have a different IT philosophy in your company than ours. In our company, it is not IT's job to decide what tools users need to do their jobs. It is their job to implement and support it, or get the tools and skills needed to do so. It is also not the end users' job to determine what equipment they will just buy or show up with. It is a coordination between management and other team members.
It seems that some have some sort of totalitarian last word control over what products are used to make their company function (most likely self delusional), and others are forced to either support what a user brings from home are tell them to get out.
