First you should take this up with your bank - if the banks receive enough complaints of this type of activity they will surely lose their merchant account and will therefore be unable to process any payments. To lay a charge at the Police Station you just go there and expaling what the problem is. Probably go to the crime office where the detectives sit and ask them to classify the crime (if any - slack admin may be considered a crime but there probably has to be intent.) Go armed with all your correspondence to OAR telling them to terminate the fee. Also make sure you were not locked into a contract and that is why OAR are still deducting money. Your bank will be able to reverse all those payments.
