Thanks for all the advice and comments.
I think I will try to contact the Woodstock police station over the
phone and see if they can help me filing a charge.

The debit order was stopped by my bank (Capitec) in September. I am
busy finding out from them whether they can reverse the orders. I will
probably need a copy of the contract though, which i doubt OAR will
send me...
