I like Marc's suggestion about encouraging residents to volunteer their
time. What if there was a placard that participants could put up on their
wall, to show that they're involved, and to encourage others to
participate?
Here's an example of the kind of thing I mean. (I just knocked this up to
give a flavour of the idea. The details could change. I switched it to four
hours a month because I thought people could get into volunteering just one
hour a week. And that facebook group doesn't exist yet...)
