At the very least, these groups would need a written set of rules that 
governed their voting system.  Their progress would be very slow, but that 
might not matter.  Unfortunately, the biggest drawback would be that they run 
the risk of vote sabatoge.  That too could be avoided, however, by putting a 
freeze on new members during the voting period.  Another way to make that 
work is to make membership 100% open, but only let people in once or twice a 
year/month/week.
