Hmm.  I'm trying to remember if you were trying to create your World online
or not? If you are creating it for online, then you can maintain some
quality control, by leaving the game openably modifiable(sp?), but place a
review policy, whether through a small group, or general consensus, for the
data to be stored on your server. (because it costs money) If they want to
store it on their own server then it's their deal. More than likely, if the
additions aren't found useful to the community, then no one will go to the
site.
