This is a really useful idea and it might be the best solution because
it allows for both quality control and open contribution. The one
problem I have with it is that I can't see how it could be modified to
allow for more community interaction _before_ an idea becomes official.
But it might be possible if the group who made up the "Quality Control"
were automatically composed of anyone who participated in that license.
That group could be run by a set of rules... etc.

It definately is, and because it's voluntary to use the license, someone
isn't forced to use it if they don't like their freedom restricted. Of
course, if they don't use the license, they don't get access to a logo
that can link it with the greater work of the setting. Exactly how the
D20stl works.

It starts with whoever creates the foundation of the setting. The
guidelines of one project would be specific to that project, and I don't
think a generic Open World License that encompases all Open Worlds would
work. For instance...
One person says "I want a license where anyone can contribute, modify
and distribute, and as long as they don't destroy continuity, they can
use it".
Another person says "I want a license where anyone can contribute,
modify and distribute, but they need to show the "Council" for a yea or
nah vote. They can still distribute, even if it gets turned down, but
they can't say it's compatible with our world".
A third person might say "I want a license where anyone can contribute,
modify and distribute, in an evolving setting where events can be
unpredictable, and you can do anything except destroy the world".
In a way, the first example is neutral, the second example is lawful,
the third example is chaotic ;-)
