You think D&D (I'm assuming 2E) was bad (it was, but not *terrible*), try
looking at Rifts! Now there is a balance issue in a level-based game! But, as
I told our GM (once the balance was distorted way beyond fun for those 'weak'
PCs) "You add what you want. If you think a race or class is too powerful,
don't let anyone play it." No matter what, the GM always has the power to
change what is thought of as unbalanced. In 2E, if the DM thought humans were
screwed, a bonus of some kind could be given to players of that race.
