That is correct.

And by Character Creation rules, they mean the one on pages 4 & 5 of the
Player's Handbook ("Character Creation Basics").

And by Level Advancement, they mean the one on pages 145 & 146 of the
Player's Handbook ("Level Advancement").

WotC like to have some control of their trademarks. Since they're
offering a royalty-free license they want something in return and that
is having your product depend on the Player's Handbook.

Plus, you can attract D&D, SW, and d20 gamers to your product with
minimal fuss. Kinda like developing a software for Windows users (which
is still the best-selling -- not necessarily the best-performing --
operating system for PC users).

See above. Noticed I did not say anything about the XP table on page 22.
In fact you could have an entirely different XP progression chart that
is most suited to your game.
