I believe that a change in the license such as this would be futile. Those who want to mass copy OGC and release it verbatim can simply use a previous version of the license. The OGC of a product doesn't care what version of the license you use, so long as you use a version of the OGL when you release the OGC. Atleast that's my understanding.
