This is the fundamental nature of open-source.  If you don't feel
comfortable with it, then don't release anything under it.  I STRONGLY
disagree with your suggestion that a work be somehow limited how much
content can come from any particular OGC source.  At best it would improve
the amount of original content in an OGL work.  At worst it would force many
publishers to flood their work with useless reprints of other people's work
to satisfy an arbitrary requirement.
