My impression is that if one wanted to release something under a new version
of the OGL you could only use open content from works already released under
the new version of the OGL.

If you wanted to use material from a product released under a newer version
of the OGL you would have to release your product using the newer version of
the OGL.

You could always release a product under multiple versions and if there ever
is a new version of the OGL (whether or not it includes my particular
modifications) I assume Wizards would simply put up a copy of the SRD that's
released under it.
