You're supposed to be.  The current wording allows for publication under
any version of the OGL (of which there is only 1 at the moment) but that
only works if the versions aren't in direct conflict with each other.  As
Richard Stewart already pointed out, this proposal would create a direct
conflict (by placing additional restrictions on the OGC) with the current
version of the license.  If OGL v.2 included Steve's proposal you'd have a
conundrum since the two license would be incompatible (anything published
under v.1 cannot be used under v.2; anything published under v.2 can only
be published under v.1 in small bits) but have language (Section 9 on
updating) saying you can use either.  Which is why I doubt this proposal
is going anywhere.
