I agree.  I think the single best book would be a Non-D20 skill based
(rather than level) setting that deals with Terrorism, Espionage, Spying,
Counters for Both, Hostage Rescue, Special Ops, Anti-Militia, Covert
Operations, Anti-Drug, etc.  Call it Rainbow Six the RPG *grin*

This is a REALLY theme specific area and right now I haven't seen much in
the way of innovation in D20 to properly handle it.

IMHO people want more Tom Clancy OR closer to reality style spy and door
kicking in type games than James Bond.  I mean, what would more cool than
playing a game where you are a West German Spy in Berlin in 1952 or a
Special Ops Team in a Counter Terrorist Cell stationed in Japan doing runs
on Nerve Gas Terrorists and Pirates in  Indonesia?

Or am I the only one that likes this kind of stuff...?

The Gulf War Fact Book, IIRC, was just historical data, maps, and other
information of general interest to anyone interested in the military and
geographical aspects of the war. (I don't know how much political/social
background, if any, it contained)

This differs considerably from a (hypothetical) Twilight 2000
supplement/variant set in the Gulf War -- published during the war.

A generalized "Modern War!" game (D20 or otherwise) would, IMO, probably
have more usability and a longer shelf life. Anyone who wants to run
Osama-hunting adventures can trivially do so without that being the
major hook of the game.

Then again, it's not my money on the line. I have to presume Holistic
did their market research before announcing this.
