Dungeon and Dragon magazines are no longer published by WotC.  However, they 
don't need to accept the OGL for one of two reasons.

1)  When WotC owned them, they didn't have to comply because WotC doesn't 
have to honor it's own license.

2)  Any product with a separate license agreement doesn't have to be OGC, 
such as the Kingdoms of Kalamar and Ravenloft lines.
