That's definitely odd then--my fresh download from this morning works fine on Windows 2003 when starting from the command line.
As Alan says you can just edit the XML file directly--that's all the admin is doing. Some people prefer that, others like the admin, so until you/we get the admin problem figured out that's definitely an option.
