Alain : I admit readily that this evaluation will be subjective and not
foolproof either. Some time must pass between list-adhesion and
MC-licence-priviledges for current licence holders to become acquainted
with the candidate. If, in the meantime, the candidate participates
and/or contributes, then we can become fairly sure that the candidate
is not an opportunist.

Anthony : Yes, we can all be fairly sure that Alain does not just want
to abscond with a MC licence -- after all, he was here before the
offer.

Alain : Thank you for the vote of trust, Anthony ;-)

Alain : It reinforces what I was saying above. Founding members such as
ourselves should obtain one immediately ... by acclamation, if you will
... because we know each other well enough already.

Anthony : But if John Doe comes in tommorow and asks, how do we decide?

Alain : What do you think of the getting-acquainted period that I am
suggesting above for members that will join us later? 

Anthony: I imagine we'd say "no", because he just came in and asked.
But what if John instead participated in discussion for a week?

Alain : I cannot say what the cutoff point should be, or even if there
should be one. One day. One Week. One Month. Who knows ? A sufficient
amount of time such that we become acquainted with the candidate,
however long that may be, would do it for me. Though not absolutely
necessary, one or more contributions would definitely make it easier to decide.
