It is for selected graphics boards. Definitely for 3dfx Banshee and
Voodoo3 chips. I think there are others, specifically I think most NVidia
chips. ATI has just recently released 3D specs for their recent popular
cards, though I don't think 3D drivers exist yet. There is some
information at www.linux3d.org though it's a bit out of date.
Also, XFree86 4.0 is likely to be out well before the second half of 2000.
It may be out as early as the end of this year, though the developers
never make promises.
