Here is the receipt:
- Take the standard Strawberry
http://strawberry-perl.googlecode.com/files/strawberry-perl-5.12.3.0.msi
- Install Padre
- Install Moose
- Install a lot more CPAN packages
- build an .exe to install all of this.

So I think the answer to the above question is yes.

No, it is just that. A bunch of pre-installed CPAN packages on top of
Strawberry.

I don't remember how is it with the standard Strawberry but with this
package you can choose your installation directory. So you don't have
to overwrite the previous Strawberry installation.
If you have several perl installations on the same machine you will have to
make sure the PATH variable has only the one you are currently using.
This is a bit more complex in Windows than in Linux so I'd probably
recommend to
first uninstall any other perl distribution and only keep one on your system.
It avoids some potential confusion.

The non-portable,  But it is relocatable. If you really want to move it.

No, it is out of date.
Now that I am an expert on packaging for Windows :) I'll attempt
to create a stand alone Rakudo Star installation and then I'll
try to get the Perl6 plugin working on the Padre-on-Strawberry
making this "Plus Six" totally unnecessary.

We'll see.
