Probably not. Even the folks that publish nautical almanacs can't
keep up. Well, there's probably a definitive answer, but it's almost
certainly wrong.
There are places that are fractions of an hour ahead or behind.
Northern and southern hemispheres switch in different directions at
not quite similar times of year. There are pockets of time zones
that don't observe DST at all.
This is the sort of problem where a halfway solution is worse than none at all.
