Looking at the past discussion about DST, I'd like to offer up our utility
called Location Manager (http://www.star-pilot.com/locmgr/) ... it does
auto-DST calculations based on your location and provides a shared library
interface to a "set-once, use-anywhere" location. Right now we just use it
for our own programs, but we'll gladly help anyone else who's interested
in using it do so.
With that said...DST is a huge pain. I'm still not sure we've got it right
for the Australian timezones (there's a bit of a disagreement between
different sources).
