There are several programs that handle the daylight savings time issue,
including one by us. We also adjust appointment times, for appointments the
user wants, when switching in and out of DST and changing locations. As
David said, it _is_ a complicated problem, but not impossible to solve. As
far as I know, we handle all the time zones throughout the world (except
Saskatchewan, a Canadian province we just foudn out about that doesn't
observe DST). There are sources for that type of information, but no one
central, authoritative source.
