Not that this is really a big deal to me as I rarely have to travel but
wouldn't it be simple to work like un*x and store the time in GMT?  Then
have two versions of the "GetTime" routine - one returns GMT, the other
returns GMT offset to account for a selected timezone.  Adding a time zone
selection preference panel would be cake and you could be backward
compatible by making the current "GetTime" call return local time.  Forgive
my naivet� but it sounds possible to me.

PS: Someone with source access (I'm still waiting) should be able to peek
into the time manager code and see how difficult this would be.
