I'm sure that the National Institutes of Science and Technology broadcast
time from a very good atomic clock. Also, you may want to reference Naval
Observatory time. In the WIN CE world there is World clock that lets you select
the nearest largest city on the globe. For a good example that seems to work,
you may want install Window 95/98/NT on a machine and note how it is done there
in the intial OS setup. Hope this helps.
