In the U.S. these days are decided by Congress and may be occasionally
changed, although it has been shown that this can be very disrupting to
social functionality. Some states (AZ) ignore Congress and do it their way.
You see, our body clocks use sunlight. I won't go metaphysical and try to
convince you that time doesn't exist.
