  i believe the latest downloadable version of PilRC on my website 
  (http://www.hig.se/~ardiri/development/palmIII/index.html) has
  support for choosing if you want the various depths in or not..

  BITMAPFAMILY ID ... "1bpp.bmp" "" "" ""color.bmp" COMPRESS

  will compress 1bpp and color bitmap only. try this, if this does
  not work with the latest version on the website, there is a beta
  of the next release (and i am sure this is in it) here:

  http://www.hig.se/~ardiri/development/palmIII/pilrc/pilrc25preb2.zip 

  it is only the win32 version - but a load of improvements have been
  done. there is a new build on my HD which i will be putting up as 
  soon as i go through the various patches that have been emailed 
  to me recently.
