I can only speak for myself but my minimum required OS is 3.0.  I do have
several 2.0 devices, but have long since upgraded them to OS 3.x  I also
have yet to run into someone using an original Pro/Personal that has not
upgraded to OS 3.x
This issue came up several months ago (maybe even a year ago).  There were
not a whole lot of Pro/Personal Palms made in comparison to the number of OS
3.x devices so you wouldn't be too far off the mark if you required OS 3.0
or newer.
