I really depends on who you want to target.

At work, we write for OS/3.0+ and that's a pretty sound decision I think
based on our target audience.

However, in my own Palm apps that I write, I do so for OS/2.0+ since
I have some friends who still use it as well as some customers who
became upset when I accidentally included a 3.0 only feature. This doesn't
mean you shouldn't implement OS/3.0+ features of course. Just make sure
to check versions appropriately.
