Just see it from bottom up - the smallest unit for everyday use in metric system is 1 mm, that *roughly* equates to the imperial basic unit of 1/32". We are talking everyday use, no scientific or engineer purpose. Everyday use means you can handle the dimensions with everyday devices such as your hands and your eyes. So it is not surprising that the smallest imperial everyday unit is similar to the smallest metric everyday unit.
