If it's reporting 115000, then it's just reporting the port rate and not the actual connect rate. About the only way to really test throughput would be to download a large file and watch the transfer rate. Would be preferable to use a server as close as possible to yours, so if your ISP provides ftp space for web space or something, that would be the best.
