Dear Jason: I'm using an ARA Modem Magic script on a clean line right now, and it seems (subjectively) to give me about 10% more speed and fewer disconnects; less than half as often.
There was a reputable magazine that reviewed Modem Magic and condemned it as snake oil on the basis of what seems to be thorough and objective testing. Their tests said the Modem Magic scripts were actually slower than the Apple scripts. On the other hand, another tester tried to do some informal tests, and his results agree with my informal experience. Slight improvement, far from the dramatic improvement promised. I would say try it--no danger, it is a reliable and easy to install product--and then decide for yourself whether it's worth the $39 shareware fee. But thing I can tell you: if you believe it when ARA Modem Magic tells you it has connected you at double your previous speed, please contact me about some tech stocks I'd like to sell you. Guaranteed to double your money overnight.
