Norton for example doesn't just put all blocks of a file  together it 
puts files into a certain order.  It puts items least likely to 
change away from the free space.  I don't know what TTP does but 
unless it arranges things the same as Norton does, Norton is going to 
see the disk as being in need of optimization even if it doesn't need 
defragmentation.
