Ok, now your CD-Rom is ID 3 and is providing termination for the bus.

On the HDD, it is set to ID 1, so your problem is likely the termination 
power enabled on the HDD drive as well as possibly, the autostart delay 
being on. Pull the jumpers from the termination power enabled, and 
autostart deleay sets of pins.
