I was having almost identical problems with my dialup: getting
slower and slower service with frequent drops offline. My ISP kept
insisting it wasn't their problem, that it was at my end. When I
switched to broadband (Road Runner), all those problems ... and more
disappeared. I found EVERYTHING moved faster with my emailer (Eudora
Pro 5.1) including operations I thought were internal to my machine
such as address book changes and deletions of my email trash. I
hadn't realized how closely integrated my dialup ISP was to my
emailer until I switched. Never looking back...
