Your ISP was, in a way, right. That's not to say they didn't drop the ball, by refusing to follow-up. But... Here's why (simplified): 1) Your modem connects to your home's phone wiring. 2) Your home's wiring connects to the phone company's drop. 3) The phone company's drop, eventually, goes to your local CO. The CO is basically a big network switch. In it, your modem's analog signal is converted to a digital signal! Then, that digital signal is routed from CO to CO to CO, eventually getting to your ISP's equipment. The noise problem occurs between your modem and your local CO -- WAY before it gets to your ISP!
