Yes, The phone system does make a difference also. I spent six months in
rural southern Ohio with  an small phone company and felt lucky  to get
43k.  The move back north got it to 48.  After experimenting with all of
the Best Data drivers I could find and many others as well the Earthlink
driver alone. got me to 57k .  I repeated these experiments a few weeks ago
when I came to this town with no Earthlink local dialup. To no avail.
DSL is great, but there are many whose budgets don't stretch that far
