This be be stating the obvious, but did you first install the software, 
then install the card per ATI's info?

The first time I tried to use the card I had the same problem with the 
control panel not recognizing the card ( I didn't bother to read the 
instructions). After pulling the card and doing a fresh install of the 
OS and the latest ATI software update

the card worked as expected.
