ASP is notoriously bad at reporting the CPU speed of non-G3 computers
upgraded with a G3, so it can be safely ignored. TTP checks the
actual speed, so you are running at 300 Mhz. You don't say who made
your G3 upgrade, but they should have suppled a program to check the
CPU. One thing to confirm with that software is that the G3-L2
cache is enabled, as that provides a significant speed boost to the
G3.

As for the actual feel of how fast, what are you doing that you would
like to go faster with? Is it doing a lot of disk access or is it
displaying a lot of data on the screen? A CPU upgrade alone will
not address those types of speed slow downs. Also, what version of
the OS are you running and how much actual memory do you have?

As for OS X, I am running Jaguar on my 9600 with Newer G3/500, 768MB
RAM, and an ATI Radeon. The speed is acceptable, but slower than OS
9.1. IF the software I need to use ran in OS 9.x, I'd go back
without a second thought.
